China AI Flip Flop: Zhipu Unzips Its Open Ideas

Another dinobaby post. No AI unless it is an image. This dinobaby is not Grandma Moses, just Grandpa Arnold.
I am not familiar with Hoka News. (I have seen Hoka sneakers at the gym, but that must be a different outfit.) The story catching my eye this morning (July 13, 2026) was “Zhipu CEO Calls for Open Access to Frontier AI As Competition.” Like an unlaced sneaker, the headline is not tied in a bow. I think the missing words may be “Heats Up.”
Weaponized information can be difficult to recognize. I am not sure if the article captures the strategic implications of this idea; to wit:

Yep, something is missing. Suspicious? Just add these language gaffes to the basic idea of “open access to frontier AI” and my radar beeps. I am a dinobaby, and my radar dates from the 1940s. It can be wrong. However, let’s look at the write up and try to piece together what it says versus what I suspect is operating behind the Great Wall.
Visitors learn that the Middle Kingdom is not really open. Bummer. Thanks, Midjourney, good enough.
I noted this statement:
The chief executive of Chinese artificial intelligence company Zhipu has called for advanced AI technologies to remain broadly accessible, arguing that frontier AI should not be controlled by only a handful of organizations. The remarks come at a pivotal moment for the global AI industry, as governments and technology companies increasingly compete to shape the future of artificial intelligence while introducing new restrictions on access to cutting-edge models.
The statements seem well formed. At a time when US AI outfits are grousing that other AI organizations are reverse engineering the US innovations. The method, as I understand it, involve fake identities, free / low cost accounts, and scripts. In the magic kingdom of AI fantasy these scripts are now “agentic loops.” Okay, new jargon.
But what if this statement is accurate:
… GLM-5.2 performs within approximately one percentage point of Anthropic’s Opus 4.8 on several benchmark evaluations while requiring only about one-fifth of the operating cost, highlighting China’s accelerating progress in advanced AI development.
And what if the allegations that Chinese AI firms have achieved comparable performance by pirating US innovations? If true, does this mean that China’s making GLM-5.2 and offering cheaper access to comparable models “fair”?
The answer is, in my opinion, “Sure, if one ignores the strategic value of better, faster, cheaper, and more open access to frontier models as a kind, humane gesture.”
Frankly I am not sure that when nation states use smart software for war fighting, disinformation campaigns, and surveillance, I can buy into the “broadly accessible” assertion.
What’s interesting is that Zhipu’s position sounds a bit Microsoftian. The article says:
According to the executive, wider access to advanced AI models encourages innovation by allowing startups, universities, independent developers, and enterprises to participate in technological advancement. Rather than concentrating powerful AI capabilities within a few dominant organizations, broader availability could accelerate scientific research, improve business productivity, and create more opportunities for economic growth across multiple industries.
This is unlikely to sound like Silicon Valley, monopolist lingo. The goal for some US AI firms is to “win”; that is, to end up with a Google-ad type of control over smart software, high value data, and access points. In Silicon Valley, “open” can mean many things, but I don’t think it translates as, “Hey, here are our proprietary systems and methods. Take a look. Use what you want. We are really great folks and we love to share.”
Not going to happen.
Therefore, I think the Zhipu pitch is not much more than content marketing, an attempt to wrest information from US firms, and a “feel good” statement approved by strategic thinkers in the Middle Kingdom. As I said, I am suspicious because I am a dinobaby. In my experience skepticism and suspicion are important mental qualities.
Is the write up subtle in its messaging? Are you kidding? The write up says:
The timing of the CEO’s remarks has drawn additional attention because they coincide with newly announced U.S. measures affecting foreign access to certain advanced American artificial intelligence systems. The latest restrictions reflect broader efforts by policymakers to safeguard technologies considered strategically important for national security and economic competitiveness. Although details vary depending on the specific AI models involved, the measures illustrate how artificial intelligence has become increasingly intertwined with international policy, trade, and geopolitical competition. Technology experts believe governments worldwide will continue introducing regulations balancing innovation, commercial interests, and national security concerns. The evolving regulatory environment may significantly influence how AI companies develop products, expand internationally, and collaborate across borders during the coming years.
How reassuring! China has been working overtime to become the new global hegemony player. AI is just one tool, and the information about sharing is, in my opinion, is designed to groom the show dog of the moment. The fact that the Hoka article emphasizes global competition and the fact that AI is a strategic industry underscores the silliness of the Zhipu wizard’s statements.
The real key is the “better, faster, and cheaper” until the competitors die. For me, that’s the message.
